Sallie R. Rhodes,
Ticket to Work Program Specialist
CESSI, Program Manager for Recruitment and Outreach

Sallie is part of CESSI’s team under contract with SSA to recruit Employment Networks (ENs) and outreach to beneficiaries to participate in the Ticket to Work Program. She is located on site in SSA’s Office of Employment Supports, providing her with the most up-to-date information on implementation of the new Ticket to Work regulations. Sallie has over 22 years of experience working on a variety of disability issues. She is a content expert on the public Vocational Rehabilitation program, the Ticket to Work program, employment for individuals with disabilities, transition for youth with disabilities, and disability rights protection.

Sallie’s prior work experiences include:  Senior Program Associate for the National Collaborative on Workforce and Disability for Youth; Director of External Relations for the Council of State Administrators of Vocational Rehabilitation; Disability Policy Director for the Senate Committee on Health, Education, Labor, and Pensions; Expert Consultant to the Social Security Administration (SSA); Director of Public Policy and Director of Training for the National Disabilities Rights Network; and Director of the Employment Initiative Project for the National Association of Councils on Developmental Disabilities. 

Sallie co-chaired the Consortium for Citizens with Disabilities (CCD) Employment & Training Task Force during the 1990’s and co-chaired CCD’s Ad Hoc Transition Task Force in 2006 and 2007.  She has worked closely with Members of Congress, Congressional staff, representatives of federal agencies, White House staff, and others, providing consultation and suggested legislative and regulatory language related to a number of laws and their governing regulations and providing input on policy development.
