Harold E. Thornton, a native of Pensacola, Florida, resides in Tallahassee, Florida where he serves as a Program Administrator for the Department of Education in the Division of Vocational Rehabilitation (DVR). Mr. Thornton is responsible for the overall administration of the SSA/Ticket to Work Program, which includes the development and implementation of policies, procedures and operating systems related to the program.
Mr. Thornton serves as a liaison between the Division of Vocational Rehabilitation and other organizations and represents the agency at various forums and conferences. He has served on various state and federal advisory and steering committees to promote further development of programs for persons with disabilities. Mr. Thornton is also among the professionals in the DVR Speaker’s Bureau who educate the public about the services available through Vocational Rehabilitation. While at the Division of Vocational Rehabilitation, Mr. Thornton has also served in the capacity of Bureau Chief of Budget, Policy and Planning and Bureau Chief of Administration. He has also served in other leadership positions with the Department of Banking and Finance and the Department of Labor and Employment Security during the course of his twenty-seven year tenure with the State of Florida.
Mr. Thornton attended Florida A&M University where he earned a Bachelor of Science degree in Business Management and Marketing in 1975. He also received specialized training from various educational institutions to enhance his management skills for his work in the insurance industry and the State of Florida. Mr. Thornton is affiliated with several local and national organizations and lends his continuous support to numerous boards and committees.
